[Feature Request] - Avatar tool for admin panel

I would like to file a request for a future feature in the admin panel.

It would be awesome to be able to view and update a user's avatar from the admin panel. This would allow me assign a default avatar to all the newer users who haven't updated their profiles with one yet.
